Modernization and Expansion Program

  • The Calexico West Land Port of Entry program is a multi-phase infrastructure modernization designed to reconfigure and expand the primary border crossing linking California's Imperial Valley with Baja California. MB Infrastructure provides program management support for this vital facility, which processes approximately 20,000 northbound vehicles and 12,500 northbound pedestrians daily. Our team focuses on complex technical oversight, including managing differing site conditions and ensuring rigorous compliance with U.S. Customs and Border Protection (CBP) security requirements across a challenging 17.8-acre site.

    The program involved a total planned investment exceeding $500 million to replace a legacy 1974 facility that could no longer accommodate current traffic loads. Phase 1, a $98 million effort completed in 2018, delivered ten northbound inspection lanes, three southbound lanes, a bridge over the New River, and a new operations building. We are currently overseeing Phase 2A, a $191 million expansion that adds six additional northbound lanes, five new permanent southbound lanes, a new administration building, and employee parking. The final $200 million phase, Phase 2B, will involve the construction of both temporary and permanent pedestrian processing facilities to significantly increase throughput and safety for port visitors and staff.
