San Diego International Airport

New Terminal 1 Development

  • The San Diego International Airport New Terminal 1 (New T1) Program is a multi-phase, $3.8B transformation to replace the airport’s aging 1967 terminal with a modern, world-class facility. MB Infrastructure is an integral part of the program management effort, providing program management services for the design and construction phases of this landmark infrastructure project.

The first phase of the program, featuring 19 new gates and a 5,200-space parking plaza, reached a major milestone with its opening in late 2025. The project involves a complete reimagining of the passenger experience, including a new three-lane on-airport entrance road, an elevated departures roadway, and a 1.2 million-square-foot terminal footprint. Additional work currently underway for Phase 1B includes the demolition of the original Terminal 1 to make way for 11 additional gates—bringing the total to 30—along with new airline clubs, a post-security outdoor dining terrace, and significant airfield taxiway improvements.

    • Total Program Value: $3.8 Billion.

    • Project Delivery Method: Progressive Design-Build, Design-Bid-Build

    • Scale: 1.2 Million square feet / 30 total gates (increase of 11), landside airport access roadways, two taxiways
